Havertz will cost the Blues an initial €80M, but the deal could potentially rise to €100 as a result of adds-ons.
He is set to sign a five-year contract and will become the Blues' sixth signing of a busy summer.
Coach Frank Lampard is a huge admirer of the 21-year old and is said to have been top of his summer wishlist.
Chelsea have already brought on board Hakim Ziyech, Timo Werner, Malang Sarr, Ben Chilwell, and Thiago Silva, with more signings expected.
