Gattuso became available on Thursday after leaving his new role at Fiorentina, less than three weeks after accepting the job.
The 43-year-old joins a long list of managers who've been mooted as possible candidates for the job, including former coach Mauricio Pochettino, Antonio Conte, and Paulo Fonseca.
The London club were initially close to agreeing on a deal with immediate former AS Roma manager Fonseca before talks broke down.
According to reports, the two parties disagreed over financial issues as well as Fonseca's backroom staff.
Spurs fired Jose Mourinho in April following a poor run of results, with Ryan Mason taking charge for the remainder of the 2020/21 season.
