Chelsea were thought to have cooled their interest on the Frenchman, especially following Trevoh Chalobah's recent showing.
The youngster put in impressive performances in Chelsea's two matches, including the UEFA Super Cup final against Villarreal.
Any move to take Kounde to Stamford Bridge however hinges on the Blues finding a solution for Kurt Zouma's situation, with the Frenchman expected to be moved on to create space at the back.
Coach Thomas Tuchel has an enviable pool of defenders, which includes the Frenchman, Thiago Silva, Antonio Rudiger, Andres Christensen, Chalobah as well as Reece James, and Cezar Azpilicueta, who are capable of playing central.
